Cyprus has introduced an Urban Amnesty Plan allowing property owners to legalise unauthorised constructions and obtain title deeds. This amnesty period runs from September 23, 2024, to March 23, 2025, aiming to resolve long-standing issues faced by thousands of property owners who have been unable to secure title deeds due to minor planning violations.

The plan covers properties with small-scale planning deviations like exceeding building density limits, closing verandas, or adding unauthorised structures, provided these were completed before the government's decision date of September 13, 2024. Applicants must submit a sworn statement from a professional surveyor confirming the completion date of these unauthorised additions.

The compensation fees vary depending on the type and scale of the infringement as well as the property location. Payments collected under the scheme will go toward affordable housing initiatives via the Cyprus Land Development Corporation (KOAG), aligning the plan with broader government social policies.

This amnesty offers a pathway for property owners to rectify planning issues and receive title deeds, freeing them from the legal and financial uncertainties associated with unregistered properties. For those affected, it’s advised to act promptly within the given timeframe.
