For decades, many expatriates and local residents in Cyprus operated under a relatively straightforward tax filing rule: if your income was below the threshold (most recently €19,500), you didn’t have to submit an annual return. It was simple, if not entirely transparent.
Those days are officially over.
Effective January 1, 2026, Cyprus has implemented the "Tax For All" reform, a monumental shift designed to align the island’s tax system with modern international transparency standards. This is not just a minor adjustment to rates; it is a fundamental restructuring of who must declare their income to the Tax Department.
If you are "Living and Working Abroad" in Cyprus, this reform affects you directly. Ignoring it is no longer an option. Let’s break down exactly who must complete a tax return under the new 2026 rules.
The New Gold Standard: Universal Filing
The core tenet of the 2026 reform is that every adult resident should be visible to the Tax Department. The philosophy has shifted from an income-based trigger to a residency-based obligation.
The Tax Department’s goal is clear: they need to see the full financial picture of everyone calling Cyprus home. This is essential for preventing tax evasion and ensuring that everyone is contributing correctly, particularly in an era of global information exchange (like the Common Reporting Standard).
So, who must file? The criteria are now starkly simple.
The Crucial Criteria: Age 25 to 70
The single biggest change is the introduction of a mandatory filing requirement based on age.
Under the new law, any individual who is a Cyprus Tax Resident and is aged between 25 and 70 (inclusive) MUST file an annual tax return.
This applies:
Regardless of their level of income.
Regardless of the source of that income (Cyprus-sourced or foreign-sourced).
Even if they have zero income to declare.
This means if you are 25, just starting your career with no income, you file. If you are 65, enjoying a pension that falls below the tax-free limit, you file. The only way "out" of the annual filing requirement for this age group is if you are not a tax resident of Cyprus.
Thresholds? Only for Payment, Not for Filing
The old rule—"I don’t need to file if I earn less than €19,500"—is completely abolished.
The new reform does include a beneficial shift to the tax-free threshold, raising it to €22,000. However, this threshold only determines if you pay tax, not if you file a return.
To make this clear:
If you earn €10,000 (below the threshold), you will pay zero income tax. BUT you must still file a return showing this €10,000 income.
If you earn €25,000, you will pay tax on the €3,000 above the threshold (minus other deductions). And you must file.
A note on high earners: For those fortunate enough to earn over €70,000 annually, the filing process remains mandatory, but the complexity increases, often requiring a fully audited or Certified Accountant-prepared return.

Determine Your Residency: Are you spending more than 183 days a year in Cyprus? Do you meet the 60-day rule criteria? Know your status definitively.
Get Your TAX ID (TIC): If you are 25-70 and don’t yet have a Tax Identification Code, this is your first step. It is no longer optional.
Prepare Early: The return for the 2026 tax year is due by July 31, 2027. This gives you time, but do not wait. The system can be slow, especially for new registrations.
