As the UK government balances fiscal pressures against strict manifesto promises ahead of the October 2026 Budget, speculation is growing over a potential flat-rate tax overhaul disguised as a "wealth tax."
The "Simplification" Strategy Governments rarely market revenue expansion as a plain tax hike. Instead, expect sophisticated rebranding under the umbrella of "system simplification." By introducing a new flat-rate levy or restructuring local rates, central authorities could raise tax burdens across the board without technically breaching electoral commitments on headline income tax, VAT, or National Insurance rates.
Expanding the Net: Universal Capture Despite the "wealth tax" label, the proposed model functions less like a targeted levy on billionaires and more like a broad-based tax on everyday citizens:
Global Exposure: Applying a flat rate to all worldwide income and capital gains.
Pensions and Benefits: Bringing state support, personal pensions, and retirement pots directly into the taxable base.
Eradicating Allowances: Bypassing traditional personal tax allowances so that taxation applies from the very first pound earned or accrued, enforcing the ethos that "everyone pays their share."
The Local Authority Shift: A US-Style Model An alternative mechanism involves replacing traditional Council Tax with a localised percentage tax. Rather than sending annual municipal bills, local authorities could mandate that employers, pension funds, and investment managers deduct local tax rates directly at source.
This reflects the United States model, where state income taxes vary dramatically based on location:
Florida: 0% state income tax
California: Up to 13.3% state income tax
In a UK context, regional bodies could set varying percentage rates deducted automatically through PAYE and investment platforms, shifting the administrative burden to businesses while opening up a new local revenue stream.
A Tax by Any Other Name Whether pitched as modernising municipal rates or streamlining tax clutter, the underlying objective remains identical. Rebranding a flat-rate tax on worldwide assets and income as "wealth reform" gives central authorities fresh revenue while preserving political cover. What gets advertised as targeted fairness ultimately becomes a flat-rate tax for everyone.
