2026 Tax Reform Overview

Effective January 1, 2026, Cyprus has introduced a "Universal Filing" model. While thresholds have increased to offer relief, compliance is now mandatory based on residency rather than income alone.

The 25-70 Rule

Every tax resident aged 25 to 70 must now submit an annual tax return, even if their income is zero. Individuals aged 71+ are exempt from this age-based mandate unless their income exceeds €22,000.

The 2026 tax-free threshold has increased to €22,000.

Foreign Pensions

Retirees can elect a flat 5% rate on foreign pensions exceeding €5,000 (raised from €3,420). If your total worldwide income is under €22,000, the standard progressive rates (0%) may be more beneficial.

Special Contribution for Defence (SDC)

SDC is a passive income tax affecting only those who are both tax resident and domiciled in Cyprus. Non-Doms remain exempt from SDC on dividends and interest.

Health Tax (GeSY)

A mandatory 2.65% contribution on gross worldwide income (capped at €180,000). Self-employed pay 4.0%.

S1/A1 Portal: UK and EU state pensioners must register their S1 forms to be exempt from the 2.65% deduction on their pensions while maintaining full access to the Cyprus health system.

Inheritance & Succession

Cyprus boasts 0% Inheritance Tax. However, to bypass "Forced Heirship" laws, expatriates should utilize the Choice of Law provisions in their Wills. As of 2026, Stamp Duty on these legal documents has been abolished.

Capital Gains Tax (CGT)

A 20% tax applies to gains from Cyprus property. New 2026 incentives provide a 15% tax reduction for reinvesting into high-efficiency (Energy A) primary residences.

Corporation Tax
